I believe that people usually think that a high rate of people leaving is usually an sign that something is wrong. This June almost a quarter of the teachers and counselors at Lincoln left. Close Lincoln and move all its "successful" programs to Jefferson; split Lincoln's attendance area between Roosevelt and Wilson. Merge Cleveland with Franklin.
