Zarwen: It is Cathy Minsberg, Chief of Operations. She came from Texas. Didn’t she apply for the Superintendent’s job when Vicki left for Gates? It is interesting to note that most of the folks competing with Carole for her job left the district one by one: Judy Elliot, Barbara Adams, Cathy Minsberg….
I think Carole is more devious than what she presents herself to be.
Cathy also helped groom Rod Paige, the man Dubya tapped for his first Secretary of Education. Paige rode into Washington amidst the “Houston Miracle,” which would up being the “Houston Mirage.” HISD claimed to have dramatically turned around their public schools. Turned out it was a total load of bullshit (pardon my French).
Cathy now works for KC Distance learning, which is a subsidiary of Junk Bond King Mike Milken’s Knowledge Universe. Fitting, if you ask me.
After a whole bunch of senior management staff was gone…. from Richard Clark to Cathy Mincberg, Barbara Adams to Judy Elliot (CAO), Carole finally formed her own staff who were supposed to be loyal to her. She is paying a price though because loyalty cannot replace competency. So this is what I think about Vicki and Carole. Vicki might be hard to live with but at least she picked competent staff. Carole might be very nice and easy going but her staff is not very competent.
Don’t forget that Vicki’s “competent staff” gave us the K-8 debacle! We are still living with the fallout from it, especially the issue of overcrowded schools and expenditures in the multi-millions for trailer classrooms.
The vision came from Vicki, but the implementation was supposed to have been implemented by Carole. I don’t think it was totally Vicki’s fault that K-8 was not implemented properly. It took Carole over two years to form her team. Maybe, she should have had the wisdom to dump some of Vicki’s incompetent staff and get a better team in place. I am very disappointed with Carole.

Camera shy. Hates public speaking.
Indecisive. Lack political savvy
Geez, I can’t stand to look at Cathy and Vicki together.
Is “Cathy” the third woman in the photo? Who exactly is she?

Good grief, I remember THAT name all too well; I never knew what she looked like until now!
Cathy is also one of the finalist for the Reynolds superintendent position:
